IRCC announces changes to the pre-removal risk assessment for Sudanese nationals in Canada

On August 22, 2023, the Government of Canada announced changes to the pre-removal risk assessment program for Sudan. Individuals from Sudan may now be eligible for a pre-removal risk assessment after receiving a negative final decision from the Refugee Protection Division or the Federal Court, or a final PRRA decision from IRCC between August 23, 2022, and August 22, 2023.

Canada Border Services Agency (CBSA) are responsible for advising individuals from Sudan about their eligibility if they are currently subject to an enforceable removal order. This is in contrast to the prior situation, where individuals subject to enforceable removal order are generally subject to a 12-month bar.

However, the Government of Canada recognizes the worsening situation in Sudan, and the risk that individuals face if returned to Sudan. Consequently, some individuals from Sudan are now exempt from the 12-month bar on applying for a PRRA.
