Canada Welcomes Record Number of Permanent Residents

In 2021, Canada welcomed more than 401,000 new permanent residents to Canada. This is the highest number of permanent residents that has ever been admitted to Canada in a single year!

Last year, Canada focused on giving permanent resident to people who were already in Canada with temporary residence status. The government introduced two new pathways to permanent residency: the International Graduate program and the French-speaking Graduates program. In December 2020, Canada also launched the health care workers pathway.

The historic number of new permanent residents shows that Canada relies on immigrants for its development. Immigrants have helped Canada to overcome the labour shortage, particularly in health care. A third of businesses in Canada are owned by immigrants and immigrants are responsible for nearly 100% of Canada’s labour force growth.

Canada plans to admit even more permanent residences in the next two years, with the target for 2022 set at 411,000 and the target for 2023 set at 421,000.
