Breaking News: Canada Adjusts Travel Requirements for Mexican Citizens

In a move aimed at preserving the integrity of its immigration system while maintaining positive diplomatic relations, the Government of Canada announced changes to travel requirements for Mexican citizens. Effective February 29, 2024, these adjustments come as a response to increasing asylum claims and aim to streamline travel while managing immigration effectively.

Under the new regulations, Mexican citizens traveling by air with a valid US non-immigrant visa or a Canadian visa obtained within the past 10 years will be eligible to apply for an electronic travel authorization (eTA). This move aims to facilitate travel and people-to-people connections between Canada and Mexico while ensuring the sound management of immigration and asylum systems. However, those who do not meet these conditions will be required to apply for a Canadian visitor visa.

"The Government of Canada values its deep partnership with Mexico and is committed to supporting travel, tourism, and business between our two countries," stated the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship. "These changes aim to strike a balance between facilitating mobility for Mexican citizens and relieving pressure on our immigration system."

The decision comes after a record high in asylum claims by Mexican citizens in 2023, with approximately 60% of these claims being rejected, withdrawn, or abandoned. This surge in claims, coupled with existing pressures on Canada's immigration system, housing, and social services, prompted the need for adjustments to travel requirements.

Notably, the Seasonal Agricultural Worker Program (SAWP) stands as a testament to the mutually beneficial migration between Canada and Mexico. Plans are underway to modernize this program, offering new opportunities for Mexican workers in year-round primary agriculture and seasonal fish, seafood, and primary food processing sectors.

Mexican citizens seeking work or study permits in Canada will not be affected by these changes, with existing pathways remaining accessible. Moreover, Canada is expanding its network of visa application centers in Mexico to better serve applicants.

It's important to note that all electronic travel authorizations (eTAs) issued to Mexican passports before February 29, 2024, will no longer be valid unless linked to a valid Canadian work or study permit. Those currently in Canada on an eTA can stay for the authorized duration but must ensure they have the necessary travel documents for re-entry if they plan to leave Canada.

Canada's eTA program, introduced in 2017, aims to facilitate travel for visa-exempt travelers while maintaining the integrity of its borders. With Mexico joining 14 other countries eligible for eTA, this move represents a significant step in enhancing bilateral relations and promoting managed migration.
