All Permanent Residence Applicants must submit biometrics due to IRCC policy change
During the COVID-19 pandemic, the IRCC declared it unnecessary for PR applicants to resubmit biometrics if they previously had submitted them in a temporary resident application within a 10-year period. This was a temporary measure enacted by IRCC in response to pandemic restrictions as many Visa Applicant Centres were temporarily shut down due to the spread of COVID-19. Since pandemic restrictions have eased, IRCC has moved towards pre-pandemic service standards. In an effort, the requirement for biometrics in permanent residence applications, has resumed.
IRCC has changed its policy and is now returning to pre-pandemic procedures for permanent resident applications. As of June 14, 2023, anyone who applies for permanent residence (PR) will be required to submit biometrics, regardless of whether they had submitted them previously for a temporary residence permit, within the last decade.
Note that the changes do not apply to those applying for temporary resident status on work, visitor, or study visa. TRV applicants applying for an extension will not be required to re-submit their biometrics. Those with temporary applications, can assess whether their biometrics remain valid here https://onlineservices-servicesenligne.cic.gc.ca/extapp/bioStatusQuery.
